Wednesday, December 3 -- Opening of the Parent/Teacher Resource Center (PTRC) -- 5 pm to 6 pm

The cocktail reception will be attended by leaders from Miami Children's Museum and Miami Children's Hospital. The PTRC is sponsored by Miami Children's Hospital and will provide a comprehensive collection of print, multi-media, audio-visual, educational kit resources and programs available to the public.

The PTRC will present free monthly evening seminars to introduce parents and educators to relevant research topics and techniques regarding the development of their infant, toddler or preschooler in an interactive format. The drop-in resource center is a free public space available and accessible to the entire community. The holdings address important current issues such as education, child care and safety, family healthcare, parenting, etc. in a place where ideas and information are exchanged.

ACTION LINE SHOPPING TIPS: Making purchases online, by telephone, by fax or through mail-order catalogs? The Miami-Dade County Consumer Services Department reminds you that the Federal Trade Commission's Mail or Telephone Order Rule also protects consumers who order goods over the Internet. One of the areas covered by the law is delivery of goods.

"If the time period for delivery is not stated, the product must be delivered within 30 days,'' says Miami-Dade County Consumer Advocate, Leonard Elias. ``Where the time for delivery is stated, the product must be received within that promised time period.'' If delivery is delayed beyond the promised date, the consumer must be notified by the seller and be given the option of consenting to a later delivery date, or canceling the order and receiving a full refund. ''Delivery time is calculated from the date the buyer places an order,'' Elias said.

Take these tips:

  • Save your paperwork to keep track of your order date. If you shop by computer, print the confirmation order.
  • If the merchandise is not received within the promised time, you must also be reimbursed for shipping and handling charges.
  • If the merchandise you ordered is not available, the merchant cannot substitute something different, unless you have given your approval.
  • Call the consumer protection office where the seller is located to determine whether the company has a record of unsatisfied complaints.
  • Order early. The closer we get to the holidays, the more likely it is that your order will not be delivered on time.
  • Understand the merchant's return policy before you order.
