CARES Act Small Business Recovery Grant for Key Biscayne Businesses

Money has been made available by Miami-Dade County through the CARES Act to support small businesses operating within the Village of Key Biscayne.

This grant funding, up to a maximum of $5,000 per business, is intended to cover expenses related to COVID-19 and associated stay-at-home orders as well as modifications to help spur revenue in the coming months.

Businesses that apply will be asked to provide documentation before any grant can be awarded.  Please note that all documents submitted with the application are subject to record retention for a period of five (5) years and will be maintained as public records.

Businesses must submit this application to be eligible. Applications will be reviewed by a subcommittee of the Key Biscayne Chamber of Commerce, which will make distribution recommendations to the Village of Key Biscayne and Miami-Dade County.

These grants will only be awarded to businesses that must demonstrate that they have been negatively impacted COVID-19 pandemic. Publicly traded business are not eligible.

      • Business must be located within Key Biscayne
      • Provide Local Tax Receipt and Certificate of Use
      • Be in operations for at least two years
      • Have 30 or fewer employees / independent contractors
      • Grantee must have 20% or more ownership/stake in the business
      • Have not had any bankruptcies or foreclosures in the past three years
      • Commitment to retain and re-train the existing workforce
      • Businesses that have not received federal assistance will be given higher priority
The unprecedented effects of the COVID-19 pandemic has impacted our local businesses, especially our small businesses, which are the backbone of our local economy.
In an effort to assist the small business community, the Village of Key Biscayne and the Key Biscayne Chamber of Commerce have rolled out the COVID-19 Small Business Recovery Grant (SBRG). The SBRG aims to provide financial assistance to businesses that can demonstrate they have been financially impacted as a result of the COVID-19 pandemic.
The funding for this grant was made entirely possible from federal funds derived from the CARES Act.
We encourage businesses that meet the application criteria to apply for this grant program today so that we can continue to support our valued business community.
The SBRG is:
  • Dedicated to small for profit businesses.
  • For businesses in Key Biscayne only, prior receipt of CARES Act funds does not disqualify.
  • Funds are limited and provided on a first-come, first-served basis.

FAQs

Who is eligible to apply?

  • Businesses based in the Village of Key Biscayne
  • Be a for-profit business
  • Have been in operation for at least two (2) years from the date of the application
  • Be legally registered, fully licensed (as required by applicable law), and up-to-date on tax payments/filings through 2018.
  • Have expenditures that were necessary to address the impacts relating to COVID-19.
  • Employ 30 employees or less
  • Businesses must attest that they have not received more than $5000 in small business funding assistance from any other Miami-Dade County Municipality using dedicated CARES Act Funding
  • Priority will be given to businesses with annual revenues of $1 million or less

ELIGIBLE USES

Businesses can submit eligible expenses that were incurred between March 1, 2020, and December 10, 2020. Examples include:

  • Commercial property lease or mortgage payments (maximum of 25% - for months not claimed/covered by another assistance program such as the PPP)
  • Electric Utilities
  • COVID-19 related Business development costs such as professional services, inventory/supplies/equipment, or other expenses occurring in the ordinary course of business.
  • COVID-19 related expenses due to new safety provisions
  • Other applicable expenditures to help support interruptions caused by COVID-19

Support to cover general operating expenses related directly to required closures due to COVID-19. Examples include:

  • Facilities overhead costs, such as utilities, security, insurance, maintenance, etc.
  • Paid expenses for programs and events that did not occur, such as non-refundable deposits

MITIGATION EXPENSES FOR RE-OPENING

Expenses incurred directly in response to COVID-19 related to the re-opening of facilities and offering of public activities. Examples include:

  • Contracting additional personnel required to manage re-opening health and safety requirements (such as professional cleaning companies, pandemic rules enforcement, etc.)
  • Communications and marketing efforts specifically to address compliance with COVID-19 requirements
  • Personal Protection Equipment (i.e. Masks, Goggles, thermometers, Face Shields, Gloves, and Plexiglass)
  • Cleaning Supplies
  • Purchase and implementation of physical accommodations that are mitigation measures specifically in response to COVID-19. Examples include but are not limited to: related construction costs for these accommodations (physical barriers, plexiglass protective screens, touchless fixtures and equipment such as faucets, toilets and water fountains, and markers for social distancing)

PROGRAM TRANSITION SUPPORT

Funding support to transition to virtual, online platform(s). Examples include:

  • Technology (i.e. computers, laptop, tablets, business application software, training, zoom and/or memberships, ecommerce equipment and software as a service, digital marketing and advertisement, hosting services, electronic devices, points of sales “POS”, one-time installation, and cameras)
  • Increased broadband capability/speed (communications services), software apps (Zoom, GoToMeeting), monthly charges for streaming services, etc.

SUPPORTING DOCUMENTATION

  • For eligible expenses the business will need to provide proof of incurred costs: receipts, invoices, utility statements, leases. All incurred costs will require proof of payment.
  • In the case of outstanding costs, not yet paid by the business (i.e. unpaid past-due rent) the municipality may issue the grant payment or partial grant payment to the vendor or landlord, in that case, the municipalities payment will constitute the required documentation as is the recommended process. In the event that the municipality wishes to pre-pay the grant to the business, the municipality may do so and then collect proof of payment of the cost from the business after. This is acceptable, provided the business pays that cost prior to December 30th.
  • Copies of the above will need to be uploaded and sent kbccmanager@gmail.com in PDF format clearing stating the applicant's legal name when entering/submitting your Requests for Reimbursement for each recipient of funds and would then include proof of payment from the municipality to be reimbursed.

TERMS AND CONDITIONS (please read carefully)

The Village of Key Biscayne and Miami-Dade County will seek to prosecute me to the fullest extent of the law and take other actions to recover all funds and penalties should I misrepresent any information on my application, knowingly accept funds for which I am not entitled, or otherwise attempt to defraud or abuse the Village’s Program.

The submitted application, including attachments, is subject to disclosure under Florida's public records law subject to limited applicable exemptions.  Applicant acknowledges, understands, and agrees that, except as noted below, all information in this application and attachments will be disclosed, without any notice to Applicant, if a public records request is made for such information, and the Village will not be liable to Applicant for such disclosure. If Applicant believes that information in its application, including attachments, contains information that is confidential and exempt from disclosure, Applicant must include a general description of the information and provide reference to the Florida Statute or other law which exempts such designated information from disclosure in the event of a public records request. The Village does not warrant or guarantee that information designated by Applicant as exempt from disclosure is in fact exempt, and if the Village disagrees, it will make such disclosures in accordance with its sole determination as to the applicable law.

Applicants must certify that they have received and read a copy of the Interlocal Agreement for Federally-Funded Subaward between Miami-Dade County and the Village of Key Biscayne and agree to be bound to the applicable provisions of it.
